Choosing the right content based on keywords

I have a client that does real estate in washington (state).

Would you recommed they do a site like www.washingtonrealestate.com (lets say "washington real estate" gets 14,000 hits a month) or should he choose www.seattlerealestate.com (lets say this particlular city gets 468,000 hits).

Is it better to have a specific site that caters to that large number of searches, or is it better to have the whole state in this case, and just have a sub menu page that caters to that hard hitting search term?

Most of his business is in seattle, but he still would be able to service the entire state. It is just that most of the income will be coming from that one city and it's outlining towns/cities.

In this case, if the number of searches is correct and Seattle gets roughly 33 more times the searches, then I recommend going with www.seattlerealestate.com

Maybe have one of the main sections of that site be about other Washington real estate cities.  And have a general section about Washington Real Estate.

Usually, I recommend going after the whole state, but in this case the public is very interested in Seattle specifically.  Your instincts to go with Seattle are correct.
